Mike served as CEO of the Oklahoma Health Care Authority from September, 1999 until his retirement in March, 2013.
The Oklahoma Health Care Authority was created in 1994 to administer the Oklahoma Medicaid/SCHIP (SoonerCare) programs and to transform SoonerCare from a traditional fee for service purchaser of health services to a managed care system of health coverage. Mike joined the agency in 1995 as Medicaid Director and Chief Operating Officer. SoonerCare now operates as a statewide comprehensive managed care entity with an annual enrollment of over a million covered lives with a total budget of 5 billion dollars.
Mike's public service career began in 1971 as a social worker for the Oklahoma Department of Human Services and he later directed DHS Policy and Planning Division. In 1979 he joined the legislative staff U.S. Senator David Boren, a member of the U.S. Senate Finance Committee. Mike had responsibility for Senate Finance Committee matters relating to health, social services, and income assistance policy and programs. He returned to Oklahoma as the Deputy Director of DHS in 1981 and served as Medicaid Director from 1983 through 1986. From 1987 to 1995 he maintained a private law practice and owned and operated nursing facilities in Oklahoma.
