Job Description

The Chief Executive Officer provides strategic leadership and external representation for the statewide Health Information Exchange / Health Data Utility. Partnering closely with the Board of Directors, the CEO ensures alignment with mission, vision, and long-term sustainability while advancing interoperability, data-driven healthcare, and public health improvement. The CEO focuses on strategy, funding, governance, and partnerships, empowering a high-performing team of professionals delivering secure, reliable, and innovative health data services across Oklahoma and beyond.

Key Responsibilities

Strategic Leadership & Vision

  • Define and execute the multi-year strategy that advances statewide interoperability, incorporates national and regulatory impact, and value-based care enablement.
  • Translate Board priorities into measurable goals, ensuring mission alignment with state and federal initiatives.
  • Anticipate industry, policy, and technology trends to position the HIE/HDU as a trusted and essential public data utility.

Governance & Stakeholder Engagement

  • Partner with a multi-sector Board to guide policy, oversight, and strategic direction.
  • Build and sustain relationships with state agencies, health systems, payers, FQHCs, tribal health, and community organizations.
  • Facilitate transparent communication and collaboration across diverse stakeholder groups.

External Partnerships & Advocacy

  • Represent the organization with legislative bodies, regulators, and national collaboratives.
  • Advocate for interoperability and public health modernization at the state and national level.
  • Strengthen strategic partnerships to expand data-sharing use cases and innovation capacity.

Financial Sustainability & Growth

  • Develop and execute a comprehensive financial strategy, diversifying revenue through contracts, grants, and public-private partnerships.
  • Ensure strong fiscal management, transparent reporting, and multi-year sustainability planning.
  • Align pricing, service models, and investments with organizational impact and growth priorities.

Executive Leadership & Culture

  • Foster a culture of transparency, inclusion, and high performance consistent with the organization’s mission and values.
  • Support leadership development, succession planning, and continuous improvement.

Compliance, Privacy, and Security Oversight

  • Maintain oversight of privacy, security, and compliance programs.
  • Ensure policies, contracts, and operations reflect the organization’s commitment to data stewardship and trust.

Qualifications

  • 10+ years of progressive executive leadership experience in health information exchange, public health data systems, health IT, or related sectors.
  • Demonstrated success leading multi-stakeholder governance and state or federal partnerships.
  • Strong understanding of interoperability frameworks and data governance.
  • Proven experience with strategic planning, financial management, and organizational growth.
  • Exceptional communication, coalition-building, and policy navigation skills.
  • Advanced degree in business, healthcare administration, informatics, or related field preferred.

Strategic Priorities (Not limited to and in Discussion with Board of Directors)

  • Sustainable funding model established with diversified revenue streams.
  • Increased statewide participation and active data contributors.
  • Documented improvements in system reliability, data quality, and user satisfaction.
  • Positive stakeholder and Board satisfaction, evidenced through annual reviews.

Supervisory Responsibility

Designated senior executives.

While performing the duties of this job, the employee is regularly required to talk or hear. The employee frequently is required to sit; stand; walk; use hands to finger, handle or feel; and reach with hands and arms. The employee is required to lift a maximum of 30 pounds.

Position Type/Expected Hours of Work

This is a remote position. The employee must have a private location from which to work, with Internet access and a personal smartphone with capability to be secured and have support for SMS, apps for multifactor authentication and remote hotspot (technology stipend provided to help offset costs). Some flexibility in hours is allowed, but the employee must be available during the “core” work hours of 8:30 a.m. to 5 p.m. CST. and must work 40 hours each week to maintain full-time status.

Work Environment

This job operates in a professional virtual office environment (Remote). This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets, fax machines, paper binders and paper cutters.

Travel

Occasional travel may be required in support of on-site meetings, projects and customers, local, statewide and national engagement.
